        The regular meeting of the Board of Selectmen was held at 7:30 P.M. in the Sharon Town Offices with Chair Allen Garf and Selectmen Norman Katz and Walter Joe Roach and Town Administrator Benjamin E. Puritz.

        The meeting was called to order at 7:35 P.M.

VOTED:  (Katz/Roach)   Voted unanimously to accept the Minutes of September 26,  2002 including Executive Session, as written.
                                                                                
Vial of Life

Paramedic Richard Murphy reported on a form that can be picked up at the Board of Health and filled in with pertinent medical information.  The information will be part of the Town’s database and printed information will be provided to residents to be kept in their freezer for emergency purposes.  A wallet-sized card will also be provided free to all participants.

New Paramedic/Firefighter

Chief Dennis Mann introduced new Paramedic/Firefighter James Davenport.

Property Tax Recommendation

The Board discussed the extra state aid of $515,000 and its property tax recommendation. The Board is waiting for additional information as to the Town’s levy limit and related tax recapitulation estimates.   Selectmen Katz and Roach expressed support for using the money to lower the tax rate.  Chair Garf expressed support to using this money to create a rainy day fund.  Finance Committee Chair Colleen Tuck expressed the opinion that issues needed to be resolved before the Board takes a vote.  

VOTED:  (Katz/Roach)  Voted unanimously to defer the vote until next Tuesday when further information will be provided by the Board of Assessors as to the amount available on the tax levy.

Open Meeting Law Seminar

Tracey Cusick, ADA, Norfolk County District Attorney’s Office was present to discuss the Open Meeting Law.  She began by giving a brief history and purpose of the Open Meeting Law.  Items discussed included:

Town Report - Budget Review - Ben Puritz

The Board reviewed the preliminary FY’04 budget for Town Report in the amounts of:
$10,500  primary; $11,550 plus and $9,975 minus.  An Optional Budget was also reviewed in the amount of $3,425 that would depend upon a bylaw change at the 2003 Annual Town Meeting that would not require the distribution of the report to each household and would allow a reduction in the number of copies to be printed and elimination of delivery costs.

Vocational Tuition - Budget Review - Ben Puritz

The Board reviewed the preliminary FY’04 budget for Vocational Tuition in the amount of:
$25,000  primary only.

Executive Session

VOTED: (Katz/Roach) Voted unanimously to enter into Executive Session for the purpose of discussing matters of Collective Bargaining and Pending Litigation, and at the conclusion thereof,  to adjourn for the evening.

The Board adjourned to Executive Session at  9:37   P.M.
